This description is meaningless. Plenty of scientists refute human CO2 global warning ! Its complete rubbish the whole thing is a scam and even if we reduce our CO2 and on the wild assumption human CO2 levels will affect the earths temperature - it wont matter China and India and the developing world will swamp any reuctions we caan possibly make - this is a complete joke the whole thing.
And meanwhile the poor will pay through loss of cheaper energy , jobs competitiveness of their country's economies and what for a bunch of Europhile Fascists' executing the same 1930's plans that stuffed the world almost a hundred years ago - and how good was that outcome for the environment?
