    I think you will find that they cannot afford to wait 10 years to come up with a plan to manage the transition. They already are at ~5% of EV penetration on new car sales based on policies already in place... so about an order of magnitude ahead of Australia at 0.6%. I am sure they will implement many existing plans almost immediately to overcome some of the issues highlighted in the article.

    Also, another way to look at it is that... not having such a plan has become unpalatable to the good citizens of that nation.

    Not saying that the transition is going to be easy, but the earlier you start, the easier it is... just like any action on man made climate change.
