I understand what you mean but I’m thinking globally not locally.
A hot spot evaporates and puts more water vapour into the atmosphere but that doesn’t mean that the water has to fall back onto the same spot.
The water vapour gets pushed around until it finds a place that’s conducive to form into a big enough mass and then it rains.
Climate action is a global beast and as such droughts can last for a long time, until a rebalance occurs in the area.
It’s all part of the natural variability , something the bed wetter’s don’t seem to like to admit too.
