By committing to a target, Canada can now proceed to formulating policy and programs to reach the stated aim...

...this is much more likely to lead to successful achievement of the target than not having a target at all.

A great article and I think the author is spot on.

The Maple Leafs have reset their targets on cutting petroleum cars and reduced it by 5 years.
They have about ten years to produce a workable plan on how they will implement the switch to make it palatable to their citizens, lots of things can happen in a decade and it will be interesting to see how they flesh out the details.
