I believe the accelerated approval program was one of President Trump's election promises, however even more interesting is his latest push for the 'Right to try' bill, if this gets passed, drugs like this one can be sold in the USA to terminally ill patients without FDA approval.

Also interesting is the FDA system called 'Compassionate use or Expanded access' this one already allows terminally ill patients access to experimental treatments not approved by the FDA.
