    "On Tuesday, January 26, the President of Peru announced heightened restrictions through February 28, 2020. Under these new measures, all regions of Peru are categorized as High, Very High, or Extreme, with corresponding levels of restrictions. These designations are outlined below and will be in place from January 31 to February 14, 2021, when the Government of Peru is expected to reevaluate these categories and associated restrictions.
    Extreme: Metropolitan Lima, Lima province, Callao, Ancash, Pasco, Huanuco, Junin, Huancavelica, Ica, Apurimac: Major provisions of the Extreme level include:
    • 24 hour curfew: individuals must remain at home but can leave the house for one hour by foot daily between 6:00 a.m. to 6:00 p.m.
    • Private vehicles are prohibited all days of the week except for those vehicles conducting essential services with an official permit issued by the Government of Peru
    • Interprovincial air and land travel is prohibited, with exceptions for connecting flights for international departure.
    Very High:
    • Curfew from 8:00 p.m. to 4:00 a.m. daily
    • Interprovincial travel operates at 50% capacity.
    • Private vehicles are prohibited on Saturdays and Sundays.
    High:
    • Curfew from 9:00 p.m. to 4:00 a.m. daily
    • Private vehicles are prohibited on Sundays."
    Riqueza is located in Huancavelica and to get there from Lima you pass through Lima province and Junin - all regions currently categorised as "extreme".
    ICG said on 20.1.21:
    • “The Company will lodge applications imminently for the two remaining permits that are required before drilling can commence. A Water Permit is needed to specify the water usage for the drill program, and a Certificate to Commence Work is needed to enable ground disturbing exploration to take place. The two applications will run parallel with a projected maximum timeline of 30 and 20 business days respectively”.
    • “After the granting of the Certificate to Commence Work, the Company will advise the drill contractors to begin mobilisation to Riqueza. Notwithstanding the fact that in 2021 COVID-19 continues to affect the permitting process, best estimates put the drill rig onsite in late February 2021.”
    If ICG lodged their applications on say 22.1.21, then taking 25.1.21 as business day 1, 20 and 30 BD’s corresponds to 19 Feb and 5 Mar respectively (there are no Peru public hols during that time). So, assuming maximum timelines, the drilling contractor would get notice to mobilise to Riqueza on 19 Feb and hence the best estimate of drill rig on site in late Feb seems plausible. But we don’t know whether this new lockdown was a scenario that ICG envisaged within “notwithstanding the fact”.
    Perhaps the 20 and 30 BD processes won’t be impacted by the “extreme” restrictions but it’s hard to see how a contractor would be allowed to mobilise to Riqueza. I'm assuming that exploration activities don’t fall under the reported mining and construction exemptions, and also, I don’t know whether these restrictions are a step up or whether Peru has been dealing with similar restrictions for some time. Either way I’d appreciate clarity from ICG about the situation and their take on potential delays.
