Yes Strat your right they have only managed to get 11% in 2 weeks and the stance of the other two interested parties will play a role also(yet to be determined what they want).
I think as NZ pointed out it is an opportunistic offer and looks to be a bargain in light of Galoc potential upgrade and excellent field performance of Galoc to date.
