There will be very little dilutionary pressure. Its only 20% and they are picking up a potentially very valuable resource. In fact I think this purchase will add to the attractiveness of the offer to potential investors from overseas.
Your mistake YC is that you look at the dilution as if nothing is being received in return, and that is clearly untrue.
