If I were the boss and have now that I filed for FDA approval, given all the necessary research has been done, I would be saying to Mexico, listen 'amigos' we have ramped up production to 10,000 units a day to fill your order and these are sitting at SBL lab.
If you don't complete the agreement, in lets say 1 month, we will not be able to guarentee that we can fill your order once 510(k) clearence is granted.
The US, China or Russia may need them and you blokes can now pay double.
Judging by Pedroese posts Mexico won't want to do this as they have already made the testing program public.
Remember HGR can not sell into a regulated market, like the US, until clearance is granted and ship to Mexico at the same time. It states that in the Mexico FDA agreement. It has to do one or the other.
In short we now have all the leverage and I'm sure I'm not the only one who has worked this out.
