Your comment on sourcing U from spot and selling into contracts is true and in that context, a low spot price is beneficial until such time they can get Lance production up to nameplate by whatever means.

However, the magnitude of the benefit is dependent on the quantity of U that PEN is 'allowed' to procure from the spot market and sell into their contracts. PEN has previously indicated a limit on spot purchases (as dictated by the sale/purchase contracts I believe) but the exact quantity is unknown. I would speculate that the amount of U that can be substituted for Lance production without contract breach would be quite small. This answer will never be forthcoming from management.
