unfortunately people don't vote differently until they have been through hardship.
Eastern europe went through significant hardship (communism). now most voters hate communism and places like poland are very safe, and up and coming. Slovenia is simply beautiful.
Unfortunately places like France are a good case study of cultural enrichment.
