What is ridiculous is your supposition that implies that the new board/executive is worse that the previous lot.

Our new people have been in office around 8 weeks. The previous lot had about twelve months to either secure those permits or cancel the applications if our people deemed them to be likely uneconomic.

There is though another possibility IMO, and that is that the company never new that Mali Govt. had declined the applications?
