I like both your optimism........ but they have had 3 - 6 months to get this all negotiated, set up and announced.... why a delay now.
I really really hope there is something positive and definitive announced.... but I cannot help but feel that we have all read this book before! Sterile announcement along the lines that all parties are positive, working hard and towards an end outcome!!!
I hope I'm wrong......... but from ANS I don't hold much hope that it will be anything else!!

PS - I will gladly take egg on my face for the above posting if it proves wrong........ as it will mean tangible progress!
