Why would speed suddenly be of the essence? After a year and a half of little activity, what would become so critical that couldn't be accomplished with a rights issue?
Let's say this placement is for Tanzania, the company maker. Participation would surely be much higher. The market may be short sighted, but it doesnt ignore super value. And besides, wouldnt you want the oppurtunity to participate too?
