should the vote fail to accept the constitutional placement of the Voice, it will be seen by Aboriginal people as a clear and resounding rejection of them and their hopes for remediation of their problems.

This is one of the main concerns I have!

I would suggest that the selected attendees in the composition of the regional dialogues would have no where near the qualifications, education or IQ of those running the dialogues.

I have seen similar approach's to what is in the link below (at a business level) - simply get the people in the room and then co-coerce them with the narrative until they are fed up and accept it, and then proceed based on a consensus from the consultation.
