    As I have read it the money is basically to build the rail but that does not end the governments support or costs in the mine

    Adani said they would build the rail but it would be 100% theirs and no one else could use it.

    Normally any development that is required is done by the company who wants to develop a resource, regardless of it being a road, a port or power supply.

    But Adani know that they have the State Gov over a barrel and have said no.
    Just a case of horses for courses, Union muscle trying to negotiate with experts

    So the government will build it and others (four I think) want access to it.

    What is not clear is how much Adani will pay for their use of it, that may be a deal breaker as well, if I was Adani I would say we wanted a 50% discount on it's use.
