I dont think so in practice @Redmani but your theory is correct
If you were right then two aircraft on the same route would have different cycle numbers because one may change altitude more than once because of ATC,Weather,unusual circumstances (think volcanic eruptions-collision avoidance etc etc) so the recording and auditing process would be unmanageable.
