Funds gained from pre-operation phase production could easily cover additional operational licnse costs. Fact is though, a lot of the recommendations relate to plans and community engagement. In addition, a lot of the requirements are to do with the Malaysian government. It's not going to cost Lynas too much, and a lot of it is probably already in progress. I doubt there'd be additional costs that they can't afford.
