My personal experience is, that time projections by explorers tend to be overoptimistic.
PLUS: Just in case the allegations of the NYT should not be a dirty lie, the license will even more become a political issue. A company sacrificing human lives for commercial reasons is likely to have a hard time, even when the goverment is supportive.
