still not convinced.
the article refers to carbon savings from "reduction of fuel consumption..., processing of raw materials", etc. it refers to the savings from a physical change in operations. ie from the manufacturing process using fly ash consuming less energy.
the bigger point from the paper imo is the discussed legislative push to have fly ash declared as a hazardous waste. ie people may pay LWP to take it or they may be entitled to some rebate for using it . but I think this has already been discussed here.
