You need it to import vinegar for gods sake, it allows customs to see what and where, it allows Government statistics to be compiled and tariffs to be levied, all sorts of things in fact. It is a specific permit with quantities and locations, now tell me why its not public knowledge, or why Lynas will handle it how they think best, I will leave it to one of the Guru's to figure out.
