PC follows Bollies but sits higher up the chart, however the PROC only follows the VIX at either end of this 3mt period. TA predictions can be a bit like chucking bones on the ground & proclaim the future. In hindsight its handy for theory affirmation. This chart IMHO signals a breakout is on the cards, in light of the 2 months middle ground [bot] price management - but I'll need a bigger snowglobe & $50 to predict the future.
