IMO, based on the information we have been provided -

The initial plan was to sign a comercial agreement around this time last year with one of the then collaborators, which would include an upfront to fund the pilot plant. That did not happen which caused the initial delay.

As a result of the above they elected to apply for a government grant to fund the plant. The commencement of construction was delayed again due to the application process and requirements of the grants, which I suspect have been confidentially approved.
