The appearance of liquidity, imagine owning a stock that is range bound and has no buyers or sellers willing to part with their shares? It's essentially the same a trading suspension, you want to claim the capital loss but can't because no-one wants to buy your share at market prices.
It's now down to a psychological play to maintain interest in the stock when SI buyers have actually left the building. Only die-hards remain!
