It's not about causing trouble, its really about oversight of how it operates, it's secretive, it's susceptible, it's opaque answerable basically only to the WHO. It's a typical bureaucratic 'Yes, Minister' operation, there's quite a few in Australia, but they will never be penetrated by disillusioned shareholders, suck it up and live with it, will not change!
