IMO the way to deal with this would be for ADO to charge a monthly license fee for the reader with a minimum commitment for test strips plus a cost per test strip after that. A contract could be for all Govt schools for example. With a license agreement it could include software and hardware updates. This strategy would allow the govt to fund from OPEX rather than CAPEX for the reader and OPEX for the test strips. I agree individual schools would be hesitant to buy the reader. ADO and Abacus I'm confident would be experienced on how to structure these contracts. They just need to be aware Australian governments tend to prefer "As a service" or license agreements so they don't have to own and maintain tech equipment. All of this is totally dependent on TGA approval to get the ball rolling.
