With the tone of the announcement for the HoT with Alere I think the risk is very low. For Alere to put their name to the announcement smells of confidence to me and with lines like this....
"Anteo and BBI expect the HoT will lead to a commercial agreement on successful completion of the Project. The specific deliverables, milestones and timelines are agreed"
It sounds to me like they are just dotting the i's and crossing the t's. Like you said by the time this agreement is in place we will be closer to 50c and the Chinese IVD will have signed by then. I think the reward for some low level risk here is massive.
