Add Energy are massive company all over the world and drilling experts as said above with multiple contracts happening right now.
They won't stuff around with... "Maybe yes. Maybe No"
Government involvement or not.
It's very expensive and time is money...
Add Energy wouldn't bother unless there was some confirmation of approval...
