Any advice on the pros and cons of averaging down?

My guess is picking the impossible, the bottom of the trend to take advantage of what seems a dangerous practice.

So say hypothetically with CCI since we areon this thread..
So say I buy CCI at 0.017, it falls (and this is conjecture) to 0.012, is it wise to top up at the lower levels thereby averging to 0.0145? Potentially a retracement could be a return to a downtrend?
