"How about pricing tobacco to the healthcare cost?". .. that was the idea when Howard began the push. but of course it quickly was seen as a revenue raiser. still the slower rate of increase under Howard was clearly intended to reduce the affordability of tobacco.
now though, yes following Roxon's extreme increases, tobacco addiction has increased poverty and spurred the blackmarket. we can speculate forever but clearly the criminal involvement in importing tobacco illegally is now a massive earner from crims. a person of my acquaintance now smokes Chinese ciggies at ⅓ the cost of legal imports.
