This article on FNN explains that their PE is high for a bank (PE for 2023 about 13.5x which is apparently high for a bank, should be 11x to 12x.

Suggests that the right price is somewhere between $18.80 (PE 11x) and $20.52 (PE 12x).
With the competition in the banking sector, they are all having difficulty. I expect that there may be more downside to come for all of the banks, but your guess is a good as mine. i have changed my sentiment from buy to hold.
