I think you'll find the deal is that nobody believes a word of what PT says any more. At least, not until some milestones have been met. We've heard it all before re. projections and potential (I hold, by the way, in case you think I'm on the outside looking for cheap shares).
Time will tell but I for one won't be believing much at all until we see some signed contracts and secured funding arrangements. Until that happens, be prepared for a lower share price....
