Well if the AEC does need cleaning up it appears that the outsourcing of survey work is the area that needs addressing. Otherwise I'm unsure if they have had serious issues over the years.

Generally, the outsourcing of government services is endemic right across the public service and other public bodies. And it cost the taxpayers a fortune for work which was often done within governments departments.
