.. perhaps I may have misinterpreted ...please check for yourselves .. but at 12 minute mark on the video .. the AELB speaker goes into some detail re a ' Siting licence' ... and LYC cant be granted TOL ... until this has been completed ... for at least one year ..

... does LYC have a siting licence already ? .. if yes no worries ... if not... expect a somehat lengthy delay in getting the TOL ... if this bloke has any say in it ...

.. until LYC has completed a "Siting Licenese ' .. to test the current area for a period of 12 months measuring in background as it is as a basis for comparison to any future environmental impacts that mining may have....

.. perhaps these issues could have been addressed ... BEFORE they invited LYC to invest big time in their country ... and as a ' progressive ' and ' helpful' industrial nation building exercise .. it is a major blow to their credibility and the possibility of any future investments by foreign companies.
