As far as I know, there is actually no such thing as a Permanent Operating Licence in Malaysia.
All commercial establishments, plants or factories are given a licence for a fixed period usually 1 or 2 years and the licence is automatically renewed at the end of the said period with a payment of a licence fee.
SO THE FOSL IS THE SAME AS THE POL !
