The temporary storage is uncovered and accessible from all sides. They are basically lined ditches. A few decent garden sprinklers should suffice given it's an emergency backup!
The recommendation regarding immobilisation of thorium in the residue is potentially more difficult. However if you have a look at the PSC report, Lynas only have to submit a plan of how to do this should the WLP residue need to be moved to a permanent facility (ie excess in the onsite storage/ no successful commercialisation).
So the first should be quick and easy and the second needs an approved plan.
