re: APA paying half to me(et) the GSA shortfall.
I may have overlooked something but I'm sure I've heard (from DM) that APA were keeping COE whole under the TA? He's always implied, at least in my mind, that COE makes the same margin whether Orbost can process or not.
To me this explains why COE would contribute 50% to capital improvements. Otherwise, why?
When spot is now $10+/GJ, it starts to add up. Will certainly sharpen someone's focus when real cash starts is flowing out the door.
