That's some next level mental gymnastics.
The NT government could have reduced royalties to make investment more attractive; something they have control over.
But somehow you think they can put pressure on a publicly listed company to produce positive news. And for what purpose exactly? Do you think the electorate is following the AEV story?
Maybe they can get 100% royalties by taking over a resource which has sat unexploited for years.
