    yep its a howard legacy, he made it 'pay your own way' policy given the availability of cheap credit at that time. But as this credit has now dried up, if they want people building houses then the onus of these taxes and infrastructure charges should fall back on the government.

    How should it funded... the cost should probably be shared by all the land holders, i.e land tax AS RECOMMENDED IN THE HENRY REVIEW.

    Land prices could fall in real terms by more than 50%, by the time this tax system is fixed.
