I think they'll make the payment because part of the long term recovery is restoring confidence. Missing the coupon payment would shatter what little confidence remains.
If they make the payment $13 is a bargain IMO; if they don't then $13 is expensive because I think that could well be the beginnning of the end.
Might well be wrong though.
