It confuses me too.
I think the record date is where they work out who owns the securities at the ex-date. Because of T + 3 you might buy today but it does not turn up in your register until next week. The record date being when it is allows a bit of time to get everything in order so all the settlements have gone through and then they can see who bought in time and who didn't.
I've got no idea if that is why it is actually the way it is but that's the way I think about it and it works for me.
You'll notice tomorrow that the securities will trade XI (ex-interest).
