Nope. Two things:
1) the ex-date is actually 31/10/2008
2) as long as you have bought, even if you have not settled, by the close of the market on 30/10/2008 you will get the payment.
The T+3 thing does not matter. In fact, you can buy at 4pm on Thursday 30/10 and sell at 10am on Friday 31/10 and still get the payment. (Bear in mind though the security may drop more than the coupon amount.)
