as long as sgr adhere to legal requirements and directives, + a lots of remediation already been made+ more on the way during this 15 weeks, just based on his personal subject judgement( not deep structural, cultural change, not in a timely fashion...) to revoke sgr licenses, it is too big too hard decisions for NICC to call.
