Where's the proof of that happening?

The businesses were agreeing either directly or indirectly via a digital agreement or not to participate. Weather or not a third party would take the risk of fitting the bill is irrelevant. The fact was that there is an agreement there, a grey albeit, but none the less a commitment.

This is why you guys need to be very specific as to where the fraud was taking place. Cause this isn't gonna get upheld in the courts.
