    If the WA Gov has too intervene with alternative transport arangements then seek to make them cheaper than existing rail infrastructure so that the selfish are disadvantaged and will heed Gov wishes in the future!

    Who could possibly say that the WA Gov has no mandate to direct the future of mining in WA?
