“hopeful of a deal in the near future" and “We do believe that it is moving forward and we have definitely made progress. We will do it as quickly as possible.”
These statements don't fill me with confidence! "Hopeful", "believe". At the very least, they don't seem to be in a very strong bargaining position. I hope I'm wrong, but I'm not holding my breath for a rail deal.
