It was Angelique who said after questioning by us that:
1) FAR had never seen a piece of paper pertaining to be a ministerial ministerial arrete and did not know of anybody else who has seen it, (not even the Government of Senegal) except for PC having announced it.
2) An arrete has to be gazetted and would be known publicly.
Make of it what you want.
