At a guess from me, I don’t think even someone who came down in the “last shower” would believe that ConocoPhillips would take the same path as Venezuela ( a failed communist state and is considered a Pariah of just about every country on the planet ).
Then again, the reference may have been tongue in cheek, international law, how failed states and multinational O&G companies view the ICC rulings is definitely not one of my strong suits
