Graham, this is a good point. The delay in PE (and any consequential SNE delay) is not due to FAR but rather directly of COP's tactics. I don't think it unreasonable to say FAR has been ready for arbitration for months! If WPL's heart is in making sure that SNE continues in a timely fashion, and of course if WPL is confident of its position (as it says it is), then why don't they insist that COP get on with the arbitration???
