Wonder how many turns of the handle before you can't walk.
No seriously, COP & WPL know FAR have been denied their rights, hence the delay, COP are trying to swing the wording of the TOR in their favour to give them a fighting chance. FAR are holding their ground and COP is trapped in a corner hoping to find a way out, that's my feel for what might be happening.
